How to remove read only attribute of shared folders

I just setup a Windows 2003 server standard edition with Service pack2. I am using it as a shared file server.Any folder I create it shows as a Read-Only.
I removed read only attribute from folders properties.In attribute change confirmation i choose Apply changes to This folder,sub folders and files and assigned full control to the respective user in Sharing tab but still user is not able to update or delete files and folders.kindly advise some solution. It's driving me nuts.

You can try this go to Security tab and give full control to the respective user
